(Isra) 17 : 29
وَلَا تَجْعَلْ يَدَكَ مَغْلُولَةً إِلَىٰ عُنُقِكَ وَلَا تَبْسُطْهَا كُلَّ الْبَسْطِ فَتَقْعُدَ مَلُومًا مَحْسُورًا

And you don’t place your hands behind the neck or extend it completely so that you become blameworthy and destitute.

Placing hands behind neck means one shouldn’t be niggard in charity; while extending hands completely means one shouldn’t spendthrift in charity. If one is niggard in spending, he will be blamed by others; and if one is spendthrift, he will become regretful after losing his money. It is told in verse 25: 67: “The believer who considers Lord as the Impartial, when they spend, they do not be excessive and niggard, they will select the moderate way in-between”. The believer does not have any control in spending his favors for the propagation of Adhikr throughout the world. The Arabic Quran reading hypocrites and Kuffar who hide and reject Adhikr enjoin what is wrong and forbid what is right and close their hands, they have forgotten Lord Allah so that He has also forgotten them; indeed hypocrites are the transgressors, and they are promised with Hellfire as explained in verses 9: 67-68.
